Badge of Vows 75 is a Badge of Vows medal obtained during the From A Different Sky quest of the same number. The badge is the remnant of a former Riftstone, collecting it earns a reward of Rift Crystals.
In the original Dragon's Dogma, Badge of Vows 75 is obtained as part of the From A Different Sky - Part 8 DLC quest pack, in Dark Arisen, the quest is included in the base game.

Found in a side room within The Catacombs.
Picking up this item grants a reward of 2 Rift Clusters and 1,000 experience. This item can be duplicated at The Black Cat for 18,750 Gold.
Walkthrough[]
From The Catacombs northern entrance travel south past the barred elevator door. At the pile of rubble, pawns may comment that there appears to be a room beyond the rubble. That room is the goal. Continue along the path until the Arisen is directly south on the map from the pile of rubble.
Double Vault or Levitate or similar skills can used to get on the ledge - however this is not necessary - there is an Indestructible crate in an alcove along the path - carry and drop this near the hole, and with care jump onto it to obtain the extra height needed to grab the ledge.
The badge may be found on the other side.
