In order for him to appear the Mercedes subordinates must advance to The Mountain Waycastle and The Encampment must be re-entered.
He's oft seen wandering aimlessly around Encampment's yard during the day. At nights he tend to join the rest of the watch once they gather around the fire right in front of the Command Headquarters.
