This item is a quest item for the quest A Lost Cause.  It would be good advise to make a copy of this at The Black Cat.  It only costs 16,875 G to copy this and is well worth it since it can be used in crafting items, as stated below.  The price is nothing compared to the return of the quest, especially since the copy can be used in your next playthrough as well.

UsesEdit

The Snakeskin Purse is a material and can be used in the crafting of items and enhancement of weapons and armor. However, it is not used in enhancement of top-grade weapons, so completing the quest and handing it over is no great loss.
